Putin rules out the inclusion of pre-emptive strike in Russia's new nuclear doctrine

Hanoi (Vietnam), June 20 (EFE).- Russian President Vladimir Putin on Thursday ruled out the inclusion of pre-emptive strikes in Russia's new nuclear doctrine by expressing his confidence that Moscow would give a devastating response to those who attack it with strategic weapons.

STATEMENTS IN RUSSIAN FROM PRESIDENT VLADÍMIR PUTIN:

00:11: "I think I said that we are now thinking about what to change in the nuclear doctrine, and this is either because new elements are emerging, and we know that our potential enemy is working on this, related to lowering the threshold for the use of nuclear weapons. In particular, super low-yield nuclear explosive devices are being developed, and we know that among experts in the West there are ideas of certain types of nuclear weapons that could be used and that would not be something particularly serious. It may not be serious. But we are obliged to pay attention to that. And we do. And this is why my statements about changes in nuclear doctrine come. At the moment, we don't need a preemptive strike, because the enemy will inevitably be destroyed during a response strike."

01:21: "Those who supply these weapons consider that they are not involved in the war against us, and this is why I said it in Pyongyang, that we reserve the right to supply weapons to other regions of the world. And I do not rule this out either in view of our agreement with North Korea. And we can say the same about the destination of these weapons as the Westerners, who supply weapons to Ukraine and thereafter say that they no longer control anything, and it does not matter how they are used. Well, we can also say that we have supplied something to someone and then we are not responsible for anything."
