This regulation, which would come into effect from November 2023, requires all Afghan nationals to present a valid passport and visa when entering Pakistan.This mainly affects tribals in southern Afghanistan, who regularly cross the border for work or family visits using a local document called a 'tazkira'. Amnesty International has criticised Pakistan's treatment of Afghan refugees and called for international attention to their plight.
