The corruption way of operating is quite similar, not only in Latin America

Panama City, Dec 6 (EFE) - "When there is a lot of speed or interest in approving a contract, investigate". That is one of the lessons learned from the corruption scandals that have occurred in recent years in Latin America, according to the president of the Latin American Federation of Prosecutors, Costa Rican Ronald Segura.
