Colombia's election day goes by with low turnout and some irregularities

Bogota, Oct 29 (EFE) - More than four and a half million of Colombians had turned out by midday to vote in regional and local elections, in a day that passed without serious violent incidents but with some cases of vote buying and a mayor arrested for transporting a large amount of money.
